E-Bikes

E-bikes are classified into three categories, each with specific regulations regarding usage, rider age, and required equipment. Every e-bike must have a classification sticker at the time of sale. If your sticker is missing, refer to the owner's manual to determine your bike’s classification.

Key Regulations:

  • Class 1 & 2: Permitted on most bike paths and lanes.
  • Class 3: Riders must be 16 years or older and wear a helmet.
  • Speed Limit: E-bikes must adhere to the posted speed limit on city bike trails (15 mph maximum).

E-Scooters

Electric scooters are subject to specific regulations designed to promote safe operation.

Key Regulations:

  • License Requirement: Riders must possess a valid California Learner’s Permit or Driver’s License (CVC 21235).
  • Helmet Requirement: Riders under 18 are required to wear a helmet.
  • Speed Limit: Maximum speed is 15 mph (CVC 22411).
  • Sidewalk Restrictions: E-scooters are not permitted on sidewalks and must remain in bike lanes or designated trails (CVC 21235, 21229).
  • Passenger Restrictions: Only one rider per scooter—passengers are not allowed (CVC 21235).

Mopeds & Motorized Bicycles

Mopeds, also referred to as motorized bicycles, are two- or three-wheeled vehicles with an automatic transmission that can reach speeds up to 30 mph.

Key Regulations:

  • Riders must have a valid M1 or M2 driver’s license.
  • Mopeds must be registered with the DMV and display a license plate.
  • A DOT-approved helmet is required for all riders.
  • Mopeds cannot be used on sidewalks or bike trail

E-Motorcycles

Electric motorcycles are self-propelled vehicles that exceed 30 mph and are subject to stricter regulations.

Key Regulations:

  • DMV Registration Required: Vehicles must be registered and display a license plate.
  • License & Insurance: Riders must have a valid M1 or M2 license and carry insurance.
  • Restricted Areas: E-motorcycles cannot be used on bike lanes, trails, or sidewalks.
  • Required Safety Equipment: Vehicles must be equipped with headlights, taillights, turn signals, mirrors, and a horn.

Compliance & Enforcement

Failure to comply with California Vehicle Codes may result in fines, vehicle towing, or impoundment.
